SC Executive Order In Place Waiving Transportation Regulations due to NC Winter Weather

The SC Office of Regulatory Staff has been updating SCACS on the winter storm approaching.  Governor Henry McMaster has issued an Executive Order 2018-61 today waiving certain transportation regulations due to the storm.  Please see Ms. Taylor’s email below for additional details from the Governor’s Office.  This order does NOT activate our state’s price gouging laws.


Attached please find an Executive Order waiving the transportation regulations due to the NC winter weather for transportation of essentials to NC.  As I mentioned, it is the same as past orders with regards to fuel;  essential services, food, water, etc; agriculture needs; and utilities.  I did add one provision providing a waiver for transportation of essentials coming from distribution centers in NC to South Carolina in order to keep essentials and fuel in South Carolina.   This is primarily aimed at our fuel centers as we have transporters based in NC that come across the border to load at the Dixie pipeline terminal at Cheraw and the Plains Marketing terminal at Rock Hill.  I am trying to smooth out those type of cross-border issues.
